16.04 seem not to generate those headers, and I don't think they are
   used anywhere.

where the header is in
/usr/include/x86_64-linux-gnu/qt5/QtCore/5.12.8/QtCore/private/qmetaobject_p.h

As some versions don't have the qtaccessibilitysupportversion.h header.

While here, set SYSTEM_PKG.Fedora.qt5-qtbase-private

To fix build on the robotpkg targets that don't have all the
requirements for those plugins.

As pythonqt v3.2 is not compatible with Qt4 anymore

Add dependencies on

- wip/mk/sysdep/qt5-svg
- mk/sysdep/qt5-multimedia

And build only on Qt5 for now
