[wip/sot-dynamic-pinocchio-v3][patch] Create internal Signals. Avoid unnecessary computations. Change the signal dependencies

Remove patches which are now in 2.0.1
Detect sot-dynamic-pinocchio
Update hrp2.py and load sot-dynamic-pinocchio which has now a different
namespace than sot-dynamics.

This commit is wrong as is mostly reverts fixes in bf04bce2 and brings no
functionality. This package is not a ros package, it must not use
meta-pkgs/ros-base/Makefile.common.

This reverts commit ff7e6e79.

Needed to access specific part of talos-ros-control.

Reflects last change on robotpkg/motion/ros-control on wip/talos-ros-control

- Connect the toplevel Makefile
- Prevent binary/source redistribution (according to the LICENSE)
- Drop inclusion of ros-basæMakefile.common: this is not a ros package
- Drop wrong python substitutions (with non existing files)
- Add missing dependencies, in particuler C and C++ compilers
- Whitespace/formatting cleanup in the depend.mk

This package is closed for now. It is a roscontrol version modified by PAL-robotics to
overcome some limitations. This package is for now under the openhrp-grx license.

Interpolate, Differentiate, Integrate are now algorithmic struct which can be efficiently overloaded.
