optitrack-genom3-1.0 is a GenoM3 component exporting motion capture data from

openrobots-idl are common IDL interfaces for genom3 components.

Not sure how this typo was introduced in the unrelated commit #77ce3e6b, but
it's definitely wrong since pocolibs 2.13r2 does not exist. Revert to the real
requirement >=2.11.99.
