[wip/genom3-pocolibs] Fix a typo in the pocolibs dependency

Not sure how this typo was introduced in the unrelated commit #77ce3e6b, but
it's definitely wrong since pocolibs 2.13r2 does not exist. Revert to the real
requirement >=2.11.99.
