Drop useless CMAKE_PREFIX_PATH definition, as well as the $(info)
statement. cmake does not care about ROBOTPKG_BASE, since this is just the
location of the robotpkg_* tools, and the $(info) will trigger strange failures
in internal scripts that parse the output of some robotpkg targets.

Also fix PKGREVISION, no _.

Fix test to detect talos-pal-hardware-gazebo

Needed to access specific part of talos-ros-control.

- Connect the toplevel Makefile
- Prevent binary/source redistribution (according to the LICENSE)
- Drop inclusion of ros-basæMakefile.common: this is not a ros package
- Drop wrong python substitutions (with non existing files)
- Add missing dependencies, in particuler C and C++ compilers
- Whitespace/formatting cleanup in the depend.mk

This package is closed for now. It is a roscontrol version modified by PAL-robotics to
overcome some limitations. This package is for now under the openhrp-grx license.
