[wip/ros-laser-geometry] Update to 1.6.2

This synchronizes with the ros-indigo version provided by robotpkg.

Changes since 1.5.14:
. allows to have range_cutoff > range_max.
. Fix mistake in end_time calculation for scan transformation.

While here, tidy DESCR, depend.mk, sort dependencies and fix PLIST.
