[wip/ros-interactive-markers] Update to 1.11.0

This synchronizes with the ros-indigo version provided by robotpkg.
No functional changes since 1.9.9

While here, tidy the package a bit (fix dependencies, fix a few minor glitches
in the depend.mk).
