param server would be better in sot-core

It is a nice and useful object which would probably better in sot-core

Update: the parameter server is now in sot-core. However, for the time being, we are still using our own version. See #60 (closed) and !8 (merged)

Following !13 (merged) and 4a7588c6, we have now removed the parameter server from sot-talos-balance and we are using the one in sot-core. Closing this issue
