All packages not defining USE_LANGUAGE were relying on the default "c"
value. This commit explicits the dependency on a C compiler.

Added patch to build a shared library instead of a static one.
Correct a mistake by renaming PLIST.guess to PLIST
More work needs to be done on the install target
