[wip/py-sot-torque-control] Bump to v1.1.0

Changes since the last version:
- Remove shell
- Add Gitlab-CI, update submodule, fix cmake, add BUILD_PYTHON_INTERFACE option
- Remove inclusion to allow c++-11 less compiling.
