[wip/talos-metapkg-ros-control-sot] Update to v0.1.0

Changes since v0.0.9:
- dynamic_graph_bridge is no longer a caktin package
- Update republish + config for position control
- CMake: export project and use exports from dependencies
- CMake: keep minimal required instructions
