[wip/genom3-openprs] Release version 1.0.4

Added support for short.
Adapt the template to properly parse the new exception mechanism.
Properly handle exception.
Added a genom protocol version checking to avoid loading the wrong c client library.
Now use the OK symbol, not the "OK" string anymore.
Remove mangle and pubtypes in common/typeutil.tcl which are now defined
