Set up estimator in talos-balance

Get the code from sot-torque-control and copy it to talos-balance. Then produce an example script running the filter that a newcommer can use.

Estimator is set up in talos-balance. CoM estimation works well. Still have to fix some bugs wrt c_dot estimation.
