[wip/sot-pattern-generator] Bump to v3.1.0

Changes since the la release:
- [CMake] add BUILD_PYTHON_INTERFACE option
- remove shell
- [CI] add .gitlab-ci.yml & badges, use MathJax, fix project url
- porting eigen and sot-v3

Changes in the packaging:
- split the package for python
