[wip/romeo-description] Release 0.4.0

Release 0.4.0

Update romeo.urdf and romeo_small.urdf with 0.0.9 Aldebaran version, however urdf version have been modified for sot needs
Add Readme to explain why we are not yet synchronize with Aldebaran repo
