[wip/py-eigenpy] Update to 1.4.1 and fix misc. issues

Changes in the package:

 * Prefix package name with PKGTAG.python, don't allow multiple python
   installations (same files).
 * Fix inconsistency between directory and package name : py-eigenpy.
   Updated include path in packages using py-eigenpy.
 * Update MASTER_SITES to the official project page
 * Remove dependency on doxygen, since documentation installation was
   explicitly disabled
 * Add missing dependencies in depend.mk (public headers propagate many
   dependencies).
 * Let SYSTEM_SEARCH look for all components (headers, lib, ...)
 * patch-ac: don't install headers twice in different paths
