[CrossStateOptimization] Fix construction of solvers for waypoints.

  - do not copy constraints from graph solvers,
  - in solver construction, use target constraints of transitions instead of
    merging solvers of edge, graph and target state. In target constraints,
    constraints and complements are merged when necessary.
