Creating safety API

Ayoub Farah Hassan requested to merge afarahhass/core:MR_bootloader_safetyAPI into main

The safety API will allow us to monitor several variables (V1_low, v2_low, v_high, i1_low_ i2_low and i_high) inside the high frequency task and check periodically for over-voltage and over-current.
