Adding CMake

Following the issue #115 (closed), we will set up some CMake structure that are mandatory for

1. make install the lib (and then generate the robotpkg packet)

2. start implementing C++ functions.

@gsaurel proposed to do this task next week.

This is not a V1 requirement.
