Update of the HRTIM

Luiz Fernando Lavado Villa requested to merge lflavado/core:new_functions_core into main

The HRTIM is still missing some functions that can be of immediate use by other colleagues. This PR adds two new functions :

  • Dead time update with differentiation between rising and falling edge
  • Phase shifting for both legs

A test file will be uploaded on the comments.
